Licensing Requirements Broker-Dealers and Agents

Initial Licensing of Broker-Dealer Agents

A. FINRA Members:

  1. A Form U-4, the Uniform Application for Securities Industry Registration or Transfer, and the license application fee must be submitted to the WebCRD for all persons who will work as Agents of a Broker-Dealer. The fee for each agent is $45.00. Please visit the FINRA’s website for guidance and instructions regarding filing of Form U-4.

  2. Generally, an applicant for a Broker-Dealer’s Agent’s license must pass a securities examination tailored to the specific securities product he or she will sell or purchase. This is required for a Broker-Dealer Agent License. Under certain circumstances, an individual may not be required to take a securities examination. B. Non-FINRA Members:

  1. A Form U-4, the Uniform Application for Securities Industry Registration or Transfer, and the license application fee must be submitted to the DISB Securities Bureau’s Lock Box for each person who seeks to be licensed as an Agent of a Broker-Dealer. The fee for each agent is $45.00 and a one-time $25.00 fingerprint processing fee. Please visit the FINRA’s website to obtain Form U-4.

  2. Generally, an applicant for a Broker-Dealer’s Agent’s license must pass a securities examination tailored to the specific securities product he or she will sell or purchase. Under certain circumstances, an individual may not be required to take a securities examination. Please call (202) 442-4934 or write the Securities Bureau for further information at:

  3. On behalf of each Agent, the Broker-Dealer must submit a completed fingerprint form and a processing fee (in addition to the $45.00 licensing fee). If the Agent works or resides in the District of Columbia, the Firm can obtain a fingerprint form by going to the headquarters of the District of Columbia Metropolitan Police Department (MPD) at 300 Indiana Avenue, NW, Washington, DC 20020, or visit the MPD website for further location information. At the MPD headquarters office, the Firm should obtain the fingerprint form that adheres to the form used by the Federal Bureau of Investigation. The Firm will have to pay another fee, other than the licensing and processing fees, to process this form at MPD. If the Agent resides in another state, the Firm can obtain the fingerprint form from that state or local police department.
